摘要:- 各職能部門(mén)之間的協(xié)調(diào)和工作銜接是海綿城市建設(shè)過(guò)程中的重要內(nèi)容之一。在我國(guó)先后兩批試點(diǎn)城市海綿建設(shè)中，多部門(mén)合作發(fā)揮了積極作用，但也暴露出一些突出問(wèn)題，給建設(shè)項(xiàng)目推進(jìn)帶來(lái)諸多困難，有些甚至成為順利推進(jìn)海綿城市建設(shè)的瓶頸之一。美國(guó)在現(xiàn)代雨洪管理領(lǐng)域幾十年的發(fā)展過(guò)程中，逐漸形成了相對(duì)有效的多部門(mén)合作機(jī)制以及聯(lián)邦、州、郡、市幾個(gè)政府管理層級(jí)的協(xié)調(diào)機(jī)制。通過(guò)查閱美國(guó)政策文件以及年度報(bào)告等資料，分別從聯(lián)邦和地方兩個(gè)層級(jí)，對(duì)美國(guó)雨洪管理中的多部門(mén)合作及其經(jīng)驗(yàn)進(jìn)行分析，對(duì)完善我國(guó)海綿城市建設(shè)中的多部門(mén)合作提出建議，包括重視立法、明確職責(zé)、完善協(xié)調(diào)機(jī)制以及加強(qiáng)流域治理合作等四個(gè)方面。
Abstract:- The coordination and work connection among the functional departments is one of the important contents in the process of sponge city construction. In the sponge construction of two batches of pilot cities, multi-department cooperation has played a positive role. However, the problems exposed have also brought many difficulties to construction projects, and some have even become one of the bottlenecks in the construction of sponge cities. In the course of decades of development of stormwater management in US, a relatively effective multi-department cooperation mechanism has been formed and a coordination mechanism has been established gradually at the federal, state, county and city governments. By reviewing the US policy documents and annual reports, this paper analyzes the multi-sectoral cooperation and its related experience in stormwater management from the federal and local levels. And some suggestions for improving the interagency cooperation in the sponge cities construction in China have been put forward including strengthening legal safeguards, clarifying responsibility, improving cooperation mechanisms and strengthening cooperation on watershed management.
