摘 要:中央會(huì)議多次重申加快補(bǔ)齊污水管網(wǎng)等設(shè)施短板,為盡快實(shí)現(xiàn)污水管網(wǎng)全覆蓋、全收集、全處理目標(biāo)打下堅(jiān)實(shí)基礎(chǔ)。按照污水管網(wǎng)層級(jí)劃分監(jiān)測單元,通過對(duì)主干管-次干管-支管以及過河管等重要節(jié)點(diǎn)設(shè)置水量和水質(zhì)監(jiān)測點(diǎn),并結(jié)合河道和典型地塊等水質(zhì)檢測數(shù)據(jù),對(duì)研究范圍內(nèi)排水管網(wǎng)片區(qū)之間的水量水質(zhì)關(guān)系、各監(jiān)測點(diǎn)運(yùn)行風(fēng)險(xiǎn)、管道過流能力、旱天入流入滲嚴(yán)重情況等分析,區(qū)分管網(wǎng)運(yùn)行風(fēng)險(xiǎn)等級(jí),評(píng)估污水管網(wǎng)系統(tǒng)健康程度及其對(duì)整個(gè)片區(qū)影響,通過厘清重點(diǎn)突出問題以及權(quán)重分級(jí),制定后續(xù)檢測、修復(fù)工作的優(yōu)先級(jí)別,以解決突出問題為導(dǎo)向,集中主要力量加強(qiáng)整改落實(shí),從而使污水處理系統(tǒng)提質(zhì)增效工程立竿見影,降低排查檢測整改的成本。 關(guān)鍵詞:城鎮(zhèn)污水處理廠;數(shù)字化監(jiān)測;管網(wǎng)改造;數(shù)字化診斷 |

Abstract: The central conference reiterated many times to speed up the construction of sewage pipe network and other facilities, in order to achieve the goal of full coverage of sewage pipe network, full collection, full treatment to lay a solid foundation. According to the sewage pipe network hierarchy monitoring unit, and through the ZhuGanGuan submain - branch pipe, and river crossing, and other important node set water quantity and water quality monitoring stations, and combined with river and typical field of water quality testing data, the research scope of drainage pipe network for water quality of the relationship between, run the risk of the monitoring, pipeline flow ability, such as severe drought inflow infiltration situation analysis, To distinguish the network operation risk level, health assessment of sewage pipe network system and its influence to the whole area, through to clarify the key problems and weight classification, formulate follow-up inspection, repair work priority, in order to solve the problem as the guide, highlight focus main forces to strengthen rectification implementation, so that the sewage treatment system, mass transfer efficiency project immediate Reduce the cost of inspection and rectification. 2019年住建部、發(fā)改委等三部委聯(lián)合發(fā)布《城鎮(zhèn)污水處理提質(zhì)增效三年行動(dòng)方案(2019~2021 年)》,要求各地政府負(fù)責(zé)落實(shí)建立污水管網(wǎng)排查和周期性檢測制度,建立和完善基于GIS系統(tǒng)的動(dòng)態(tài)更新機(jī)制,逐步建立以 5~10年為一個(gè)排查周期的長效機(jī)制和費(fèi)用保障機(jī)制,眾所周知城市排水管網(wǎng)問題復(fù)雜且關(guān)鍵,是影響排水防澇及水環(huán)境治理的重要因素。排水管網(wǎng)存在設(shè)計(jì)不合理、管網(wǎng)錯(cuò)混接、偷排、破損、復(fù)雜性、不確定性等因素,使得排水系統(tǒng)功能存在諸多缺陷[1-3]。管網(wǎng)普查存在難度大、數(shù)據(jù)雜亂、耗費(fèi)資金高等因素[4],且會(huì)較大程度影響現(xiàn)狀排水系統(tǒng)運(yùn)行,在一定程度上制約了對(duì)排水系統(tǒng)運(yùn)行及維護(hù)。排水管網(wǎng)智慧監(jiān)測通過感知層設(shè)備采集數(shù)據(jù),綜合分析后診斷排水運(yùn)行工況,有助于完善排水系統(tǒng),對(duì)排水信息化建設(shè)管理具有重要意義。
當(dāng)下對(duì)于城市管網(wǎng)檢測的主要方法是聲吶、潛望鏡和井下機(jī)器人(CCTV)等,可以較直觀的發(fā)現(xiàn)管網(wǎng)結(jié)構(gòu)性缺陷,但是也存在效率較低、施工條件有要求和成本較高的缺點(diǎn)[5-7]。而選擇排水管網(wǎng)數(shù)字化監(jiān)測診斷技術(shù),綜合分析評(píng)估片區(qū)管網(wǎng)旱季和雨季入流入滲的狀況,快速診斷出片區(qū)管網(wǎng)“健康”問題,是管網(wǎng)監(jiān)測和修復(fù)的一種重要支撐技術(shù)。本研究以某地區(qū)排水滾網(wǎng)為例,系統(tǒng)闡述該方法的應(yīng)用效果,以供其他地區(qū)借鑒。
