山地城市雨洪基礎(chǔ)設(shè)施體系及管理策略研究

摘 要:隨著城市化率的不斷提高,城市雨洪災(zāi)害問題越來越嚴(yán)重以致成為全球城市水安全面臨的挑戰(zhàn),雨洪基礎(chǔ)設(shè)施對城市安全的重要性凸顯。以城市水文學(xué)理論為基礎(chǔ),從城市化水文效應(yīng)及城市雨洪基礎(chǔ)設(shè)施對水文過程的替代角度,研究山地城市雨洪基礎(chǔ)設(shè)施體系構(gòu)成和特點,并以此分析城市內(nèi)澇災(zāi)害的成因;基于災(zāi)害管理理論分析城市雨洪災(zāi)害構(gòu)成,并從建設(shè)韌性城市角度提出山地城市雨洪管理策略,包括:管理目標(biāo)、原則和方法。山地城市雨洪基礎(chǔ)設(shè)施是一個等級有序的復(fù)雜系統(tǒng),需要建立一套與之相適應(yīng)的技術(shù)標(biāo)準(zhǔn);將工程和非工程措施相結(jié)合可促進(jìn)山地城市雨洪管理系統(tǒng)從防御性向韌性轉(zhuǎn)變;加強(qiáng)系統(tǒng)智慧管理需要更多的定量模型研究。

Research on Framework of Stormwater Infrastructure and Strategies for Management in Mountainous Cities

Abstract: With the continuous increase of global urbanization rate, the problem of urban stormwater disaster has become more and more serious, which has become a challenge to global urban water security. The importance of stormwater infrastructure to urban resilience is therefore prominent. Based on the theory of urban hydrology and the hydrological effect of urbanization, the view of treating urban stormwater infrastructure as the substitution to the hydrological processes was used to analyze the composition and characteristics of the stormwater infrastructure system in mountainous cities, and it was also used to analyze the causes of urban waterlogging disasters.Based on the disaster management theory, the research analyzed the composition of urban stormwater disasters, and proposed stormwater management strategies for mountainous cities from the perspective of building resilient cities, including objectives, principles and methods of management. Stormwater infrastructure in mountainous cities is a complex system with an orderly hierarchy, and a set of technical standards needs to be established accordingly; the combination of engineering and non-engineering measures can promote the transformation of stormwater management systems in mountainous cities from defensiveness to resilience; Smart management of the system requires more quantitative model research.
