摘要:- 近年來(lái)隨著環(huán)保問(wèn)責(zé)形勢(shì)的嚴(yán)峻以及人民對(duì)美好生活的期許,城市污水處理的副產(chǎn)物——市政污泥越來(lái)越引起大家的重視。合理規(guī)劃污泥處理建設(shè)項(xiàng)目的規(guī)模,制定經(jīng)濟(jì)技術(shù)路線,實(shí)現(xiàn)持續(xù)穩(wěn)定的運(yùn)行是較緊迫的任務(wù)。調(diào)查總結(jié)了我國(guó)近10年直轄市、省會(huì)城市、國(guó)家計(jì)劃單列市共36座城市的集中式污泥處理設(shè)施的建設(shè)情況,分析已運(yùn)轉(zhuǎn)項(xiàng)目、待建和待運(yùn)轉(zhuǎn)項(xiàng)目的技術(shù)特點(diǎn)和應(yīng)用,并與國(guó)際上的同類(lèi)項(xiàng)目進(jìn)行對(duì)比。我國(guó)現(xiàn)況污泥處理中心項(xiàng)目普遍建設(shè)規(guī)模較小,且面臨污泥終端處置的困擾和環(huán)境質(zhì)量提升的挑戰(zhàn),亟需實(shí)施升級(jí)改造。應(yīng)運(yùn)用全生命周期的理念,及時(shí)總結(jié)建成項(xiàng)目的運(yùn)行經(jīng)驗(yàn)和運(yùn)營(yíng)成本,為今后污泥處理處置項(xiàng)目建設(shè)提供借鑒。應(yīng)加快推進(jìn)集中式污泥處理中心的建設(shè),發(fā)揮集約化的優(yōu)勢(shì),彌補(bǔ)污泥處理處置的剛性缺口。對(duì)于受經(jīng)濟(jì)等條件制約的城市,建議擬定分階段實(shí)施方案,統(tǒng)籌規(guī)劃推進(jìn),在項(xiàng)目占地區(qū)域規(guī)劃中合理布局。
Abstract:- With the severe environmental protection accountability situation and the people’s expectations for a better life in recent years, municipal sludge, the by-product of urban sewage treatment, has attracted more and more attention. It is a more urgent task to rationally plan the scale of construction projects, formulate economic and technological routes, and achieve sustained and stable operation. This paper reviews the construction of centralized sludge treatment facilities in the past ten years among 36 of under the central government municipality cities, provincial capital cities, and national plan single cities in China. The technical characteristics and application of the operational projects, projects to be built and operated were analyzed and compared with the similar projects in the world. China’s current sludge treatment center projects are generally in small scale and are facing the challenges of sludge terminal disposal and environmental quality improvement. So it is urgent to be upgraded. The concept of the whole life cycle should be used to summarize the operational experience and operating costs of the completed projects promptly, and provide a reference for the future construction of sludge treatment and disposal projects. The construction of centralized sludge treatment centers should be accelerated, and the advantages of intensification should be brought into compensate for the rigid gap in sludge treatment and disposal. For cities that are constrained by economic conditions, it is recommended to formulate a phased implementation plan, make overall planning and advancement, and rationally arrange in project land occupation and regional planning.
