摘要:- 隨著我國《城鄉(xiāng)建設(shè)領(lǐng)域碳達(dá)峰實施方案》的發(fā)布,城鎮(zhèn)水務(wù)系統(tǒng)也將成為減碳/降碳的陣地之一。然而,城鎮(zhèn)水務(wù)系統(tǒng)一方面面臨擴(kuò)容增量、支撐配套城鎮(zhèn)化發(fā)展的重任,另一方面則面臨減碳/降碳窗口期短、任務(wù)重的現(xiàn)狀。因此,科學(xué)規(guī)劃減碳/降碳措施以及先期步驟——碳足跡核算方法不僅是城鎮(zhèn)水務(wù)走向良性發(fā)展的保障,也是實現(xiàn)綠色低碳轉(zhuǎn)型的關(guān)鍵。通過對發(fā)達(dá)國家水務(wù)系統(tǒng)碳中和規(guī)劃的梳理,尤其是對英國《水務(wù)凈零排放路線圖》(Net Zero 2030 Roadmap)進(jìn)行分析,總結(jié)提煉出適合我國城鎮(zhèn)水務(wù)系統(tǒng)制定碳中和規(guī)劃的一般思路和方法,即“3C”流程(核算定線Carbon accounting→技術(shù)確定Cluster of technologies→方案實施Carrying out)。在此基礎(chǔ)上,討論分析了碳核算的發(fā)展及其在規(guī)劃制定中的作用和意義;總結(jié)歸納了不同減碳/降碳工藝技術(shù)比選原則和方法,形成我國首部《城鎮(zhèn)水務(wù)系統(tǒng)碳核算與減排路徑技術(shù)指南》,以期在雙碳目標(biāo)框架下指導(dǎo)我國城鎮(zhèn)水務(wù)行業(yè)減碳/降碳行動與實踐。
Abstract:- With the release of the Implementation Plan for Carbon Peaking in Urban and Rural Development, the ignored urban water systems in China should proactively take action in carbon reduction. However, the urban water sectors are still facing continuous expansion to support ongoing urbanization, at the same time, the heavy mission of dual-carbon goal must be completed in a very short time. Therefore, scientific planning of carbon reduction and implementation of the preliminary carbon accounting are not only the guarantee for the healthy development of urban water sectors but also the key to realizing green and low-carbon transformation. The universal decarbonization planning method for the water sector was summarized by sorting out the carbon neutrality plans of other countries with an emphasis on the UK’s Net Zero 2030 Roadmap. “3C” process (Carbon accounting, Cluster of technologies, and Carrying out) is suitable for the general carbon reduction plan formation of urban water sectors in China. Besides, the advancement of carbon accounting guidelines and their role in formulating decarbonization planning were also discussed and analyzed. Moreover, the principles and methods for properly carbon reduction technologies selection were summarized. The principles and methods have been leveraged to compile the Guidelines for Carbon Accounting and Emission Reduction in the Urban Water Sector, which is the first water sector-specific guideline in China. This paper is expected to provide references for the carbon reduction actions and applications in water sectors under the framework of the dual carbon goals of China.
