黑臭在水里,根源在岸上,關鍵在排口,核心在管網,控源截污是黑臭水體治理的核心工程措施。在對污水管網運行水位觀測和調研的基礎上,發(fā)現了污水管網處于高水位運行的不正常工況,對污水管網高水位運行的原因和嚴重后果進行了剖析。通過對雨污水管網進行反復的排查,查明排水系統(tǒng)拓撲關系、污水來源、管網運行水位、結構性缺陷、功能性缺陷等重要信息,掌握了雨污水管網的現狀底數。在管網排查工作的基礎上,針對污水管網高水位運行的客觀條件,提出了污染源整改、防倒灌設施改造、泵站主動降水位、新增污水處理能力降水位等4種控源截污方案,解決了鴨尾溪、白沙河、海甸溝治理工程的控源截污難題,取得了優(yōu)異的治理效果,河道水質達到《地表水環(huán)境質量標準》(GB 3838—2002)Ⅲ~Ⅴ類標準。
1 項目概況
1.1 項目背景
2015年4月,國務院印發(fā)《水污染防治行動計劃》,要求直轄市、省會城市、計劃單列市建成區(qū)要于2017年底前基本消除黑臭水體;到2020年,地級及以上城市建成區(qū)黑臭水體均控制在10%以內。
2016年4月,為了實現《水污染防治行動計劃》考核目標,海口市啟動了轄區(qū)內鴨尾溪等32個水體水環(huán)境治理工程,通過引用社會資本,采用PPP模式進行建設,并長效運營15年,本公司承擔了鴨尾溪、白沙河、海甸溝等11個水體治理的勘察設計工作。
1.2 水系概況
鴨尾溪、白沙河、海甸溝均位于海甸島,鴨尾溪呈東西走向,西接海甸溝,底坡0.72‰,河長約2.3 km,河寬30~100 m,集水面積約2.32 km²;白沙河是鴨尾溪右岸支流,河長約1 km,平均河寬約30 m,集水面積約0.73 km²,屬于斷頭河道;海甸溝河寬15~20 m,底坡0.10‰,長3.2 km,集水面積3.21 km²,東起人民大道與鴨尾溪相連,西沿海甸五西路轉南入海甸溪。
鴨尾溪、白沙河、海甸溝等水體均屬于感潮河道,受潮汐影響,河口有擋潮閘,擋潮閘一般常開,僅在極高潮位或排澇時才關閉。根據海口站1974~2015年潮位資料統(tǒng)計,多年平均潮位0.73 m(85高程m,下同),多年平均最高潮位為2.14 m,多年平均最低潮位為-0.68 m。海甸島內自然水系見圖1。

1.3 城市排水系統(tǒng)概況
?谑袑儆跒I海城市,地勢南高北低,城區(qū)分成3個各自獨立的排水區(qū)域,分別是中心組團(118.37 km²)、長流組團以及江東組團,污水分別排入白沙門污水處理廠(50萬m3/d)、長流污水處理廠和江東污水處理廠處理。
主城區(qū)的污廢水經海甸泵站提升后排入海甸島,新埠島內的污廢水經新埠島泵站提升后排入海甸島,污水處理廠尾水經深海排放管排入瓊州海峽,污水處理廠未設置超越管。?谑兄行慕M團污水系統(tǒng)示意圖見圖2。

1.4 海甸島截污工程概況
20世紀90年代,在海甸島開發(fā)建設過程中,按雨污分流的排水體制,沿市政道路建設了雨水管和污水管,污水收集后排入位于海甸島北部的污水處理廠集中處理。2010年以來,為了進一步完善海甸島污水管網,海口市先后組織實施了《鴨尾溪~白沙河污水截流并網工程》《海甸島白沙河水體整治(一期)河道明渠工程》《海甸溝污水截流工程》《海達路萬恒路污水截流工程》。
經查閱相關資料,鴨尾溪~白沙河~海甸溝沿岸有20處截流式截污工程,其中鴨尾溪7處,白沙河5處,海甸溝8處,均采用末端截流的方式,在入河排污口末端設置槽式截流井或堰式截流井,將旱季污水及小雨徑流就近截入附近污水管網,當降雨規(guī)模增大超過截流管過流能力時,雨污水經截流井溢流管排入河道。截流井溢流口設置了拍門或鴨嘴閥等防倒灌設施,但拍門及鴨嘴閥存在老化破損現象,也有垃圾掛扯及海洋生物繁殖的現象,防倒灌效果不佳。詳見圖3。

2 排水系統(tǒng)存在問題及原因分析
2.1 污水管網運行水位
為了查明現狀截污工程未能發(fā)揮應有的截污效果的原因,2016年7月22日~8月15日夜間(22:00~24:00),對海甸島內河道沿岸的污水主干管、污水次干管、污水支管運行水位進行了觀測。水位觀測結果見表1。
根據《室外排水設計規(guī)范》(GB 50014—2006,2016年版),重力流污水管道最大充滿度0.55~0.75。由表1可知,海甸島內市政污水管運行水位觀測結果顯示,污水管網運行水位波動明顯,同期污水管水位變幅達1.75~1.90 m,污水管全部滿管運行,部分時段管網水位在管頂1.5 m以上,污水管運行水位嚴重超高,處于嚴重不正常狀態(tài)。在觀測的9 d中,有6 d管網運行水位高于河道沿岸合流管底高程和河道水位,導致污水溢流入河,污水溢流概率為67%。
正常情況下,污水管網水位應該是支管>次干管>主干管,污水水流方向應該是支管→次干管→主干管→污水處理廠。由表1可知,污水管網水位部分時段卻呈現主干管<次干管<支管的情況,存在污水逆流的現象,隨著污水管網水位升高,水位差越明顯。
2.2 污水管網水位高位運行的后果
過往截流并網工程采取常規(guī)的末端截污方式,對合流管進行截污,由于截流并網工程的實施,污水管、合流管和河道水系貫通在一起,在污水管網運行水位正常(較低)時,合流管內的旱季污水可以順利截流至污水系統(tǒng);當污水管網運行水位高于合流管底高程及河道水位時,因為水往低處流,將誘發(fā)“主干管→次干管→支管→截流管→合流管→河道”的污水溢流入河事件,導致大量污水溢流入河,這也是水體雖然經歷了多輪治理,但河道水質并沒有得到改善甚至越治越差的根本原因之一。
2.3 污水管網水位高位運行的原因分析
2.3.1 污水水質
?趯儆跒I海城市,地勢較低,地下水水位較高,存在地下水及地表水倒灌問題,地下水及地表水倒灌將導致污水濃度降低,白沙門污水處理廠近年來實測進水水質見表2。由表2可知,污水處理廠進水污染物濃度變幅較大,最高值是最低值的3~4倍。項目開展過程中,對污水管網內的鹽度數據進行了監(jiān)測,主城區(qū)美舍河沿岸污水管內鹽度約2.6‰,海甸泵站出水管鹽度約1.0‰,市政污水鹽度一般在0.2‰~0.6‰,鹽度數據也印證了主城區(qū)污水管網存在地表水倒灌問題,地表水倒灌不僅導致污水濃度降低,還導致“污水量”增加。
2.3.2 污水管網水位高位運行原因分析
因為主城區(qū)污水系統(tǒng)地表水倒灌,大量地表水倒灌排入污水系統(tǒng),導致海甸泵站前池水位超過設計高程,泵站揚程降低,泵站出水量增加,而污水處理廠未設置超越管,當污水量>污水處理能力時,污水處理廠所在的海甸島內污水管網運行水位將被憋高;當污水量<污水處理能力時,污水管網運行水位將逐步降低。
3 控源截污方案
城市黑臭水體整治遵循“截污-治水-生態(tài)恢復”的總體思路,從源頭控制污水向城市水體排放是黑臭水體整治最有效的工程措施,也是其他技術措施的前提。為了提高黑臭水體控源截污效果,相關專家學者進行了大量的研究,分享了很多寶貴的經驗。
本項目市政污水管網運行水位高位運行是系統(tǒng)性問題,政府層面正在從全市層面統(tǒng)籌考慮污水處理能力擴容和雨污分流等措施,相關措施落實需要較長的時間,污水管網運行水位高位運行的情況在短期內難以得到有效解決。污水管網高水位運行是有別于相關專家學者遇到的新情況,如何在污水管網高水位運行的客觀條件下,實現污水有效截污納管,是本項目控源截污面臨的棘手問題。
為此,本項目啟動后,花了大量的精力開展雨污水管網排查工作,通過對片區(qū)雨污水管網進行反復摸查,查明了排水系統(tǒng)拓撲關系、污水來源、管網運行水位、結構性缺陷、功能性缺陷等重要信息。在此基礎上,針對性地采取了4種控源截污方案,有效解決了本項目控源截污難題。
3.1 污染源整改方案
根據管網排查成果,海甸島的排水體制基本為雨污分流區(qū),片區(qū)內雨污水管網較為完善,但錯接混接的現象較為突出。
部分排污口上游基本為雨污分流區(qū)域,僅存在少量幾個雨污水管錯接混接形成的污染源,導致污水經雨水管排入河道。針對此類排污口,因為污水來源簡單,按雨污分流的原則,實施污染源整改,將錯接混接的污水改接入污水管道,將片區(qū)恢復為雨污分流排水區(qū)域,杜絕污水溢流入河問題,詳見圖4。
3.2 防倒灌設施改造方案
根據管網排查成果,部分排污口集水范圍涉及雨污合流的城中村,或者上游污水來源復雜,通過污染源整改實現雨污分流,實施難度較大,周期較長,維持雨污合流排水體制不變。過往實施的截流并網工程,普遍采用拍門或鴨嘴閥等防倒灌設施,防止河水倒灌。因為拍門或鴨嘴閥等設施僅能基本解決河水倒灌的問題,不能防止因污水管網水位高位運行而發(fā)生的污水溢流入河問題。
此類排污口,實施雨污分流難度大,為了實現有效截污,將現狀拍門或鴨嘴閥等防倒灌設施改造為雙向止水的平板閘門(見圖5),日常關閉閘門,雨天開啟閘門泄洪,防止路面積水,保障區(qū)域水安全。平板閘門具備雙向擋水功能,即使污水管內水位高位運行,也不會發(fā)生污水溢流的問題。平板閘門具有結構簡單,投資省的優(yōu)點,不過也存在后期維護管理工作量較大的缺點。本項目按PPP模式建設,企業(yè)需長效運行15年,雖然平板閘門管理工作量略大,但企業(yè)有人力、物力和動力把閘門用好管好,確保河道水質長效穩(wěn)定達標。
3.3 泵站主動降水位方案
防倒灌設施改造可以避免旱季污水溢流入河,但合流管內也將攢存數量較多的污水,雨季開閘泄洪過程中,大量雨污水排入河道,對河道水環(huán)境影響較大,雨天返黑現象較為嚴重,而且平板閘門后期維護管理工作量也較大。在條件合適的片區(qū),可以考慮在次干管接入干管位置,“熔斷”次干管與主干管的重力聯(lián)系,杜絕污水主干管水位高位運行對片區(qū)污水管網運行水位的影響,并建設污水提升泵站,將片區(qū)內的污水提升后排入市政污水主干管,主動降低泵站服務范圍內的污水管網水位,將泵站服務范圍內污水管網運行水位恢復到正常水平,實現現況截流并網工程的預期截污效果,防止旱季污水溢流入河,并減少雨季入河污染物量,減輕雨天返黑現象,見圖6。
針對泵站主動降水位方案,可能會讓人誤以為地下水被抽排進入污水管網,增加“污水量”,其實泵站主動降水位的方案只是將原本水位高位運行的污水管網恢復到正常水平,一般污水管網設計過程中,均考慮了地下水的滲入問題,運行水位恢復到正常水平并不會額外增加地下水入滲量。相反,通過泵站主動降低污水管網水位,使服務范圍內的污水管網水位恢復正常,為發(fā)現并修復污水管道的功能性缺陷和結構性缺陷創(chuàng)造了條件。
當泵站服務范圍涉及的雨污合流排污口數量越多時,價值越大。同時,考慮到黑臭水體一般位于土地開發(fā)利用強度較大的城市區(qū)域,可采用自動化程度較高的地埋式一體化泵站,減少占地,降低泵站對周邊環(huán)境的不利影響。
3.4 新增污水處理能力主動降水位方案
前述污染源整改、防倒灌設施改造、泵站主動降水位等方案,只能防止旱季污水不入河,并未增加污水處理能力,無助于緩解市政污水管網運行水位高位運行的現象,甚至會因為污水溢流入河的通道被“熔斷”,導致污水管網運行水位有一定程度的升高。
在用地條件允許的排污口,也可以在實施“熔斷”方案切斷市政污水溢流入河通道的基礎上,自建截污管道及污水處理站,對收集的污水進行集中處理,增加污水處理能力,減少排入市政污水管網的污水量,緩解市政污水管網水位高位運行壓力。不過自建污水處理站需占用土地資源,又因為此類污水處理站一般缺乏規(guī)劃依據,選址應慎重,盡量遠離居民區(qū),并采取有效措施,妥善處理污水處理過程中產生的異味、噪聲,避免對周邊居民生產生活的影響,否則也可能會因為選址不當或污水處理過程的不利環(huán)境影響,引發(fā)輿情風險。
4 實施效果
根據排污口特性及土地資源情況,通過采取前述4種控源截污方案,有效解決了本項目截污工程面臨的難題,實現了有效截污的目標,旱季基本無污水直排入河。2017年10月,控源截污工程建成并投入使用,在輔以內源治理、活水和生態(tài)修復等其他措施后,河道水環(huán)境質量有了根本性的改善,除工程試運行調試期及污水處理廠設備檢修期間,因為污水入河導致不達標外,其余時間河道水質達到《地表水環(huán)境質量標準》(GB 3838—2002)Ⅲ~Ⅴ類標準,透明度超過120 cm(或清澈見底),“臭水溝”蝶變“美麗河”,河道水質變化趨勢詳見表3(數據摘自海口市生態(tài)環(huán)境保護局網站)。
2018年11月8日,鴨尾溪水環(huán)境綜合治理工程因為治理思路科學,治理效果顯著,被生態(tài)環(huán)境部官方微信公眾號點贊,并向全國進行推介。2019年1月16日,中央電視臺焦點訪談欄目對鴨尾溪的治水工作進行了專題報道。
5 結語
黑臭在水里,根源在岸上,關鍵在排口,核心在管網。控源截污是治理黑臭水體的核心措施,只有實現有效控源截污,才能確保治理效果長期穩(wěn)定。通過扎實的管網排查工作,查明排水系統(tǒng)拓撲關系、污水來源、管網運行水位、結構性缺陷、功能性缺陷等重要信息,掌握雨污水管網的現狀底數,有助于制定針對性的控源截污方案,確?卦唇匚鄯桨负侠砜煽俊?卦唇匚鄯桨覆缓侠,將可能適得其反,導致入河污水量越截越多,河道水質越治越差,直接影響黑臭水體的治理效果。

因此,綜合來看,2024年我國污泥處理處置市場規(guī)模超過900億元是合理的預測。
