摘要:土地閑置是城市建設(shè)過(guò)程中一種常見(jiàn)的現(xiàn)象,嚴(yán)重時(shí)往往會(huì)對(duì)區(qū)域內(nèi)產(chǎn)生較大負(fù)面影響。在以排水分區(qū)為單位進(jìn)行海綿城市建設(shè)的過(guò)程中,以常州海綿試點(diǎn)區(qū)建設(shè)為案例,通過(guò)系統(tǒng)性地分析閑置用地對(duì)水生態(tài)、水環(huán)境、水安全三方面的影響,提出經(jīng)濟(jì)可行、綜合統(tǒng)籌的閑置用地近遠(yuǎn)期建設(shè)管控策略,最終能以較低的造價(jià),使原本閑置的用地融入海綿城市建設(shè)系統(tǒng),使排水分區(qū)達(dá)到海綿城市建設(shè)效果。該建設(shè)策略同時(shí)也為海綿城市建設(shè)新形勢(shì)下,因土地大量閑置而無(wú)法系統(tǒng)地對(duì)排水分區(qū)進(jìn)行海綿城市建設(shè)的地區(qū)提供了一種新的建設(shè)管控思路。
Abstract:Idle land is common during urban construction, which often has great negative impact on the region. In the process of sponge city construction with catchments, taking Changzhou sponge pilot area as a case, the economic feasible and comprehensive short-term and long-term construction control strategy of idle land was proposed through systematically analyzing the impact on water ecology, water environment and water safety. This eventually integrates the original idle land into sponge city construction system at relatively low cost, and ultimately enables the catchments to achieve effects. Meanwhile the construction control strategy also provides a new idea for catchments of sponge city which cannot be systematically constructed due to idle lands.
